The Red Cross organizations of mainland China and Taiwan sign Kinmen Agreement on repatriation of illegal immigrants and criminal suspects after two days of talks in Kinmen, Fujian Province in response to the two tragedies in repatriation in the previous two months. It is the first agreement reached by private organizations across the Taiwan Strait.

The Red Cross Society of China is the national Red Cross Society in the People's Republic of China.

The Red Cross Society of the Republic of China (Taiwan) (Chinese: 中華民國紅十字會), also known as Taiwanese Red Cross is the Red Cross Society of the Republic of China (Taiwan). The society is not recognized by the International Committee of the Red Cross (ICRC) because it does not meet all the conditions set out in the Statues of the Red Cross and Red Crescent Movement, and it is not a member of the International Federation of Red Cross and Red Crescent Societies. From its founding in 1904, to 1949, when the Kuomintang retreated to Taiwan, the society shared its history with the Red Cross Society of China. Both societies associate their origins with the founder, Shen Dunhe, a tea merchant.

The Kinmen Agreement or Kinmen Accord is an agreement between Red Cross Society of the Republic of China and Red Cross Society of China in Kinmen, Fujian Province, Republic of China. It is the first formal agreement reached by civil organizations across the Taiwan Strait. The agreement was provoked by the Min Ping Yu No. 5540 and Min Ping Yu No. 5202 disasters in the previous two months, in which 25 and 21 mainland Chinese died respectively during repatriation to mainland China from Taiwan. The Kinmen Agreement has served as the basis of cross-strait repatriation operations since its signing in September 1990.

Kinmen, alternatively known as Quemoy, is a group of islands governed as a county by the Republic of China (Taiwan), only 10 km (6 mi) east from the city of Xiamen in Fujian, located at the southeastern coast of the People's Republic of China, from which they are separated by Xiamen Bay. Kinmen is also located 187 km (116 mi) west from the closest shoreline of the island of Taiwan across the Taiwan Strait.
