Congress passed the Philippine Autonomy Act, the first formal and official declaration of the U.S.'s commitment to grant independence to the Philippines.

The United States Congress is the legislative branch of the federal government of the United States. It is a bicameral legislature, including a lower body, the U.S. House of Representatives, and an upper body, the U.S. Senate. They both meet in the United States Capitol in Washington, D.C.

The Jones Law was an Organic Act passed by the United States Congress. The law replaced the Philippine Organic Act of 1902 and acted as a constitution of the Philippines from its enactment until 1934, when the Tydings–McDuffie Act was passed. The Jones Law created the first fully elected Philippine legislature.
